Experienced energy executive and entrepreneur brings more than 30 years of leadership and governance experience to the role
WINNIPEG – The Frontier Centre for Public Policy has appointed veteran energy executive and entrepreneur Chris Bloomer as chair of its board of directors.
Bloomer, who joined the Frontier Centre board in 2023, has supported the public policy think tank for more than a decade. He succeeds Wayne Anderson as board chair.

Bloomer is a professional geologist and energy executive with more than 30 years of leadership experience in the oil and gas industry in Canada and internationally.
He has served as a CEO, CFO and COO, leading complex organizations, developing and executing corporate strategies, and designing and implementing more than $3 billion in financing strategies in North American and European capital and debt markets.
Chris Bloomer
Bloomer also brings more than three decades of board and governance experience involving public, private and not-for-profit organizations. He has served as a director and chair and has led committees responsible for health and safety, audit, human resources, compensation and other corporate matters.
An entrepreneur and business builder, Bloomer has founded and co-founded ventures in the oil and gas and technology sectors, combining his technical background with commercial, financial and strategic leadership.
His experience also includes extensive work with investors, financial institutions, governments and business leaders. He has represented organizations through capital markets presentations, investor and stakeholder relations, television, radio and print interviews, industry panels and executive-level public speaking.
Bloomer holds a degree in earth sciences from the University of Toronto and completed an executive business program with Shell Canada in the United Kingdom.
A longtime supporter of the Frontier Centre, Bloomer advocates for entrepreneurship, competitive markets, responsible resource development and public policies that encourage investment, innovation and economic prosperity.
The board has also appointed Ivan Holloway as vice-chair and secretary and Ron Koslowsky as treasurer.
Holloway is a partner with Winnipeg law firm Gange Collins Holloway and has practised law since 2003. Called to the bars of Manitoba and Alberta, he brings more than two decades of legal experience to his new role as vice-chair and secretary.
Koslowsky brings more than 35 years of private-sector experience, including two decades leading Canadian Manufacturers & Exporters Manitoba. He has extensive experience in public policy, government relations and economic development, along with senior financial and governance experience.
Wayne Anderson named Chairman Emeritus
Wayne Anderson has been named Chairman Emeritus of the Frontier Centre, while the Centre’s internship programme has been renamed the Wayne Anderson Internship Programme in recognition of his long service and his passion for helping young people.
The programme has grown in recent years and in September welcomed its fall 2026 interns. Interns at Frontier are given real work: research that finds its way into published papers and commentaries, and a place in the regular life of a working policy shop.
“We are all deeply thankful for Wayne’s commitment and dedication to the mission of Frontier. I want to personally thank him and his family for their support and encouragement,” Leis said.
